Prepaid cards, vouchers, and e-money products are issued in large numbers through distribution partners in retail and, because of their anonymity for small amounts, are particularly vulnerable to misuse. Distribution partners must know thresholds, identification obligations, and anomalies. Starting in July 2027, the AMLR 2024/1624 harmonizes the obligations and tightens customer due diligence, transparency, and reporting. The first line of defense must apply the obligations, because violations lead to fines, supervisory measures, and personal liability.
